Research On New Rural Ecological Environment Construction In Hunan Province

Environment is not only a basic condition for the survival of the people, but also a basic for the sustainable economic development and the constant social progress. since "Eleventh Five-Year", Hunan Province has thoroughly implemented the new national rural construction strategy, adhered to the development of rural economy and the protection of ecological and environmental in rural areas, now, the overall situation of the rural ecological environment has improved. However, due to the protection work of ecological and environmental in rural is a long-term and complex work, There are many issues in the protection of ecological and environmental in the rural areas of Hunan Province, such as the Working mechanism has not yet straightened out, lack of capacity construction of rural environmental protection and so on. Therefore, Hunan Province need to further push forward the protection of the rural ecological environment.The Thesis used the comprehensive literature research, quantitative analysis, qualitative analysis, comparison and analysis and the others to complete this study. Firstly, evaluate and analyze the current situation of ecological environment in rural areas of Hunan Province depth, while affirming the achievements, also analyzing the problems of eco-environmental protection in rural areas in Hunan Province. Secondly, further analyze the need of the ecological environment protection in rural of Hunan Province, Further promote the protection of ecological environment in rural areas in Hunan Province is not only needs of the Construction of new countryside and ecological Province, but also guaranteeing Hunan province sustainable economic and social development needs. Finally, on the basis of the above analysis, through drawing on advanced domestic and international experience in ecological and environmental protection in rural areas, proposed measures accordingly.The results show that:Part Ⅰ:Since Hunan Province recently has made more efforts in protecting the ecological environment in rural areas of Hunan, which has improved. such as:the area of soil erosion is Declining every year, forest cover is increasing, the rate of reduction of arable land is slowing. however, there are ecological and environmental protection in rural areas in Hunan Province working mechanism has not yet straightened out, lack of capacity building of rural environmental protection, the relevant preferential policies lagged behind eco-compensation mechanism is imperfect and so on.Part Ⅱ:on the basis of the analysis of ecological environmental protection in the rural areas of the advanced countries and provinces, drawing the following revelation:Perfect macroeconomic policies, and regulations, create a favorable policy environment:play the leading role of all the governments and attention to apply the advanced technology for the rural environmental protectionPart Ⅲ:on the base of ecological environment protection in rural areas of domestic and foreign advanced experience, for the current problems of Hunan Province in the rural ecological environment, proposed the " establish a sound legal system, to optimize the external policy environment, improve the rural eco-compensation mechanism, promote universal participation in rural environmental protection, streamline mechanisms for environmental protection work in rural areas, strengthen the supervision of the rural ecological environment, vigorously develop the rural environmental technology and environmental capacity construction in rural areas, continue to increase large financial support to efforts, broaden the fund-raising channels security measures and so on.
