Ethics On Secure Development Of Nuclear Energy

It has been more than half a century since nuclear power was treated as an energy source, and it was first used as an atomic bomb in the war of military. With the development of nuclear power technology, it was widely used in daily life. Now nuclear power brings human beings a lot of value——solving the energy crisis efficiently and economically, supporting the economy to developing rapidly, specifying direction for the prospect of science and technology and providing the impetus for the development of society. Nonetheless nuclear technology is a double-edged sword. While it reflects advantages to us, also brings some disadvantages to people’s living environment such as nuclear material security risk in itself, neclear science and technology itself security risks and nuclear power external security risks. So it is necessary for people to consider the rationality of application of nuclear power based on the perspective of ethics and guide the nuclear power to develop towards a safe and sustained direction by regulating human beings’attitude and behavior.It is based on this purpose, the paper analysis malpractices in the development of nuclear power, such as nuclear power plant accident, nuclear smuggling, the management and operators of enterprise lacking professional ethics, irresponsible behavior of nuclear scientists and radioactive contamination, also elaborate the ethical issue which rafers to those malpractices. This paper argues the four principles of nuclear ethics to ensure that the development of nuclear safety:the peaceful use of the principle of safe and sound principles of openness and transparency principle, the principle of risk aversion, the benefits and risks of the principle of proportionality. Finally, from the political, economic, scientific, culture, technological, and environmental point of view put forward corresponding countermeasures, nuclear function and application of ethical practice efficacy trying to play in these areas to ensure the safe use of nuclear energy technology.
