With China’s accession to WTO, some national protection measures for Steel Corporations are gradually weakened. Chinese steel industry is facing unprecedented challenges. Customer demands show varity and small quantity, and are gradually more and more to be predicted in global steel market. Most of the first-class steel companies compete with domestic company in the area of quality, management, technology and price. Therefore, Chinese Steel Corporations must strengthen the management of production and improve their ability to face the increasing market demand. How to reduce production costs and adjust the inner logistics to increase the productivity has become an important development direction and trends for the research of control technology.Because of the large equipment and high cost of set-up and running in iron-making and steelmaking process, most Steel Corporations pursuit to maximum productivity as their main target, which belongs to the push production. However, in the processes of hot rolling and cold rolling, which is near the customers, the main target of most of the steel companies is to satisfy the product variety of market, which belongs to the pull production. The mixed mode of push production and pull production causes the contradictions between utilizing capacity and satisfying market, which increase unordered slabs in the joint process of two production mode. The increase in inventory of unordered slabs will causes the increase of costs in occupation of inventory and capital. Nowadays, declaration of QM contract and matching unordered slabs are the universal ways in iron and steel enterprises. This article bases on the actual production process of hot rolling in a large domestic steel company, analysises the way of QM contract to reduce inventory of unordered slabs, abstracts the problem to establish mathematics model, and works out the solution by using cluster analysis.As the process that is closest to the contact, logistics of material semi-product and product in cool rolling have most important effect on the whole production process. So, how to manage the logistics distribution to make high productivity and low waste in the continuous production in cold rolling becomes research focus in the steel companies. This article bases on the actual production process of cold rolling in a large domestic steel company, studies the balance of the logistics in single cool rolling production line and numbers of cool rolling production lines with cross logistics. Through analysising effectiveness of the production schedule of most of the steel companies in resolving the logistics distribution in cold rolling mills, this article designs a modified dynamic pre-production arrangement, adopts the method of coordinating the capacity of each cold rolling mill to regulate cold rolling logistics, realizing inventory of which changes inside the range of security. At the same time, this mathematical model is established based on the problem and a heuristic is designed. Finally, combination of cold rolling production line management of the actual needs, developing a balanced decision support system for cold rolling and a heuristic that can balances the capacity of cold rolling mills is embedded in decision support systems. The system can provide a visual analysis of logistics balance based on real data for production manager in cold rolling production line scheduling and decision support in making cold rolling production balance diagonal, to balance the logistics of cold rolling mills.
