With the continuous development of market economy, China’s garment industry is in a stage of comprehensive adjustment and industrial upgrade, and has entered the era of the transition from OEM to ODM, due to the rapid rise of China’s human cost, and garment enterprises are facing the plight of recruitment difficulties. Many domestic factories have been transferred to Vietnam and other Southeast Asian countries with lower labor costs, China’s garment industry is facing challenges, but also opportunities. Therefore, China’s garment enterprises must improve production efficiency, reduce production costs and to respond to the changing market.After researching the status of garment production enterprises, We understand the production processing of garment enterprises in China are not up to standard, The working hours of the vast majority of garment enterprises are not imperfect, They make the working hours based on the production of goods by stop watch when making the sample clothes. The calculated results are with high deviations to the actual production. It is difficult to ensure the accuracy and scientific. Many enterprises confined working hours to an important role for assessing workers’ workload and the approximate estimation of the cost and lost the important role of work hours in production In the assembly line of garment production process, the choreography process are often unreasonable, Assembly line scheduling and optimal scheduling and equipment and staffing processing is mainly prepared manually by virtue of experience, and it is influenced by subjective factors, It often can not deliver goods in time, so it becomes one of the bottlenecks of standardized management and restricts the rapid development of the enterprise.In response to the above problems, After researching the garment enterprises, the paper takes a leisure suit as an example and the use the GSD standard working hours calculation method to do the action decomposition of various processes of the suit, and calculate the pure processing time of various processes, On this basis, we use the work sampling method to estimate a floating over rate of the assembly line. Thus we finish making the standard working hours of various processes of the suit. We also conduct a questionnaire survey to the assembly line workers to understand the main factors affecting the clothing working hours and production efficiency, and then we use the structural equation model to quantify these factors by weight indicators. After the completion of the first two work, we apply the ant colony algorithm to rearrange the assembly line to identify the better process orchestration making the number of workers fewer, the path transmission distance the shortest and total processing time the shortest of the assembly line.
