A series of influence from global warming which is caused by greenhouse effect has attracted more and more attention. The international community has signed the Kyoto Protocol for reducing greenhouse gas emissions. And the developed countries must perform the duties of cutting emissions according to the Kyoto Protocol. Because of that, global carbon market is to be opened up gradually, and work well. The carbon market of developed countries is more and more complete, so the role of developing countries in the global carbon market are subjecting more and more attention and pressure. For making developing countries to join in the system as soon as possible, developed countries make the pressure such as carbon tariff and carbon label which impact the direction of the future economic development of the developing countries. The purpose of this paper is to study the carbon trading system of developed countries and global green carbon barriers for helping our country build our own carbon trading system and carbon accounting system which underpin the market operation of energy conservation and emission reduction.And they also can reduce adverse effects which are brought by green carbon barriers.This paper studys on international current status of carbon tariff, aircraft industry in EU ETS and low carbon label so that analyzes the influence of advantages and disadvantages and coping strategies for our country. The dissertation advances a serious of solution, and confirme the importance and urgency of building Chinese carbon trading mechanism. On the part of building carbon trading system, the paper compares the subject range, distribution method, operation and the oher elements of EU ETS, RGGI and CPM which are matured trading systems. Through these sysdems, we can utilize the experiences to make the plan of Chinese carbon trading mechanisms. The plan includes:subject range, controlled gases, distribution principle, trade mode, registry, trading system, oversight mechanism, punishment mechanism and MRV. According to the present situation of the Chinese steel industry development, this paper also studys how to build a carbon accounting system of steel industry and calculate concrete carbon emission of steel industry. It provides research evidence for allocation of GHG and carbon accounting.Carbon market is an emerging market. It developed rapidly during the last decades in the world.And it is even expected to exceed the oil market, especially in the situation that developed countries devoted a large amount of manpower, materials to bulid the carbon market. China is developing country, and it is also the Number One carbon dioxide emission country in the world. Our country lacks experiences on building carbon market. At the same time, we face double test which come from developing our country’s economy and the pressure of reducing carbon emission. So, it is very important to cope with carbon barriers and bulid the systems of carbon trading and carbon accounting. It concerns Chinese sustainable development and enterprise transformation in the future. Through extensive research in this new area, the conclusions of this paper provide theoretical foundation and strategy schemes for further development of Chinese carbon market in the future.
