Production planning of a refinery is divided two parts:the long-term production planning and short-term scheduling. Long-term production plannings are generally monthly plannings or quarterly plannings. Great achievements have been made in the period of long-term production plannings, such as:linear programmings can optimize the actual production. However, the short-term production plannings, which is complicated, require to analyze different producing stages and production equipment to guarantee continuous refining systems.At present, short-term scheduling is still done manually by planner. In the refinery production process, there are a lot of constraints, if these constraints can’t be satisfied, then they will affect the entire refining process. The aim of this paper is to make an oil order plan for pipelines, which considers the restrictions of existing oil pipeline rates and other constraints.The short-term scheduling, composed of a series of refining tasks, can be realized by making refining plan reasonable and feasible. Thus the process and implementation of the distillation refining plan is described and the preparation method of the short-term scheduling is proposed. Meanwhile, the short-term scheduling adding the constraints of inventory information and market feedbacks, make the enterprises fast response to the maket so they can change short-term scheduling more quickly to enhance their economic efficiency.Combined with the analysis of crude oil operations (the first step of production process), this paper considered various pipeline constraints in crude oil operations, including the speed of the oil pipeline, sequence of crude oil, the inventory of oil tank in the port, inventory for tubing in refinery area and the requirements of distillation units refining continuity and precipitation constraints when oil is in the tank. A short-term scheduling of crude oil operation for pipeline has been proposed. Finally, an example is given through the rough debugging by hand and eM-Plant simulation verification. The result shows practicality and certainty of the program. The paper analyzes the reasons of two different results to provide more ideas for the future achievements of short-term scheduling.This paper discusses how to make a short-term for pipelines on the basis of refining plan with constraints in the pipelines, which means that the short-term scheduling for pipeline is a subsidiary program after the completion of the refinery plan. However, no more progress has been made on complete and accurate short-term production plans. The short-term scheduling for pipeline should be showed on when, what type and how many crude oil should be operated, but this scheduling is not considered the switching costs of crude oil in the pipeline. Therefore, the proposed scheduling for pipeline just one of many programs. And the scheduling for pipeline only verify its feasibility. But this paper did not get the best optimal short-term scheduling.
