Since the reform and development, China’s economy and society develop rapidly,but the environment is destroyed seriously at the same time. Environmental issues hasdrawn widespread attention, and the new energy vehicles, which have goodenvironmental effects and utilize energy in flexible forms, have gotten close attentionfrom Beijing Municipal Government. Promoting the development of new energyvehicles in Beijing, helps Beijing improve the environment and the living standardsand quality of residents, and build environment-friendly and resource-saving society.However, new energy vehicle charging facilities have become a bottleneck restrictingthe development of new energy vehicles because they are lagging behind. Speedingup constructing charging facilities is urgently needed. PPP model, shorting forPublic-Private Partnerships, which has been widely used in the field of China’sinfrastructure construction, provides an opportunity for private capital to enter thefield of infrastructure investment also broadens the sources of funding of government,reduces government departments fiscal spending and debt burden. PPP Model isgradually applied in new energy vehicle charging facilities. In order to take theadvantage of the PPP model to promote the development of new energy vehicleindustry, this paper simulate the key terms of PPP concession for new energy vehiclecharging facilities in Beijing, and study optimization method of the simulation results.Through literature research, key terms of PPP concession and construction andoperation status of charging facilities were analyzed. By analyzing, this paper selectedMonte Carlo simulation method for the key terms of PPP concession, which areconcession period, concession price and government support, then selecting fuzzyoptimization to decide key terms of PPP concession.Specific results of the purposes of this study are as follows:1. This paper take the net present value greater than zero as the goal, building aMonte Carlo simulation model based on the net present value for PPP project. Themodel provides a method of operation for decision-making simulation of the keyterms on PPP concession. 2. According to the theory of fuzzy multi-objective decision-making, taking theshortest concession period, the minimum concession price and minimal governmentsupport as the goal, this paper builds key terms on PPP concession decision-makingmodel based on fuzzy optimization, providing a method for decision making for thekey terms.3. Taking new energy vehicle charging facilities in Beijing as case study, the keyterms on PPP concession, which are concession period, concession price andgovernment support, is simulated and optimized.4. Combined with actual situation in Beijing, drawing on the experience of theUnited States and Japan government, this paper proposes policy recommendation forthe development of new vehicle charging facilities in Beijing from taxation andadministrative policies, research investment and standards establishment, industrialenvironment and international cooperation.
