Water which is the natural resource of human survival has been growingly polluted under the process of industrialization and social development. Rivers and lakes’ eutrophication is one of the main types of water pollution, while algae bloom is the typical performance, which has an adverse influence on the natural landscape and human health.The present governance of the algae bloom in rivers and lakes mainly depends on the managers’ work experience, which lacks of theoretical support for governance solutions’ choice. It is one of the important topics in the research field of the water pollution that how to make use of information technology for the scientific algae bloom governance decision-making.Based on the analysis of the governance solutions for algae bloom, this work determined the prime targets and influence factors, and prosed the decision-making mechanism and method of the emergency governance for algae bloom in rivers and lakes.Firstly, studied the emergency decision-making mechanism and ensured the decision-making process, according to the characteristics of the monitoring water quality information and algae bloom outbreak. Secondly, built up the governance decision-making multi-layer model composed of targets, solutions and attributes. Thirdly, the multi-objective decision-making method based on Vague set and the multi-attribute decision-making method based on the real-time data for algae bloom governance have been studied respectively. Then the final comprehensive decision result can be obtained after the decision-making value was given under the multi-objective constraints and multi-attribute influence. Finally, the intelligent decision-making platform for water bloom governance was established which was composed of PC client for managers, Android mobile client for experts in the research field of water environment and the server. The study is an effective exploration to the emergency governance decision-making theory for algae bloom in rivers and lakes, and can provides the decision-making basis in the prevention and control of water pollution for the government and related departments. |
