Land besides the water with the level of which fluctuating seasonally, also known as fluctuating zone, is the land area above the water periodically due to seasonal fluctuations in water level. The Dam Project of the Three Gorges is the world’s most ambitious project in the history. After the finish of the dam construction, the Three Gorges Water Reservoir formed. Due to the cyclical fluctuation of water level as well as the seasonal alternation of hydrological conditions, coastal terrestrial and aquatic ecological environment, both the terricolous ecological and the Aquatic ecological environments are extremely unsteady in this region. Consequently, the environmental problems of fluctuating zone caused widespread concern for the public. Along with the formation of the Three Gorges Water Reservoir a large area of fluctuating zone, followed by fluctuating zone of urban waterfront landscape design and planning issues are also placed in front of people. Fluctuating zone of reservoir have significant impact to the people of the surrounding towns. However, landscape design and construction of fluctuating zone in a waterfront city has not caused enough attention. In this paper, related to theoretical literature information, the cultural and geographical features of Three Gorges Gorges Reservoir were analyzed in a waterfront landscape design case of the fluctuating zone in Wanzhou, Chongqing. Based on researches, systematical discussion of urban waterfront with surrounding landscape design for the Three Gorges Reservoir was carried out and a serious of methods for the landscape design of Fluctuating zone of the Three Gorges Reservoir was explored.
