The small completion scale and law transformation enthusiasm of the stakeholdersis current situation of existing buildings’ energy saving reconstruction. Existing researchresults focused on the development of energy-saving technologies and solving of thefinancing barriers, lack of systematic proposal to address the interest disputes ofparticipants and improve the smoothness of transformation process. To compensate forthis deficiency, this paper will give efforts to build and perfect the service system of theexisting building’ energy saving reconstruction and provide the evaluation index systemto analysis the operating results.Based on the research of related theories and analysis of domestic and internationalexperiences, this paper firstly researches the composition framework of the servicesystem and behavioral characteristics of the energy-saving stakeholders. Then itestablishes a sharing-model of investment and benefit for participants of buildingenergy saving reconstruction with the multiplayer game theory, proposed the bestinvestment allocation scheme that meeting the principle of individual rationality.With the PDCA Cycle, the paper describes the improvement process of the servicesystem of existing buildings’ energy saving reconstruction after it being established. Theevaluation index system is systematically built which can be used in verifying theoperating results of service system, including social evaluation indexes, technicalevaluation indexes and economic evaluation indexes. To strengthen the relevance forimprovement and adjustment of service system, the paper extracts the key factors,which including policy supporting, the number and service level of agencies,energy-saving efficiency and conditions of energy-saving contract, that affecting thedevelopment of service system of existing building energy-saving reconstruction. Finally, the paper put forward proposals and measures to improve the servicesystem of building energy-saving, including the perfection of the legal system, thestandardization of service agencies for energy-saving, the institutionalization ofeconomic incentives and the construction of information platform for buildingenergy-saving.
