A Study On Road Risk Management

This study aims at improving public safety management of road.Nowadays the situation of road traffic safety in China is extremelyserious. As an effective means to improve road safety, Road Safety Audit(RSA) has not been applied regularly, widely and effectively in China as inAmerica, Australia and New Zealand, though it was introduced into China asearly as the late twentieth century. In this paper, the practices of severalcountries which successfully implemented RSA are analyzed, and researchand operating process of RSA in China is introduced through reviewingmassive documents both home and abroad. By comparison with othercountries, the problems of RSA application in China, such as rural road safetyaudit and the training and authentication of the auditors, are pointed out andsuggestions of improvement are proposed.The total length of rural roads takes up an extremely large proportion ofthe total length of roads and the traffic safety is facing a grim situation inrecent years in China. The author of this paper analyses the rural road safetyproblem in China by consulting large amounts of data. Comparing the ruralroad safety audit-related studies conducted by scholars in Wyoming, USAwith the actual situation in China, the author classifies the rural roads,facilitating road safety audit. The paper also proposes a series of key auditobjects that should be concerned during China’s rural road safety audit, suchas hardened roads, road intersections.This study establishes a system framework of Road Risk Assessment tomanage all the road risk events, on the basis of analyzing the contents andcharacteristics of road risks. The author, according to the theory of riskmanagement, has described the objectiveness, abruptness, injuriousness,randomness and development of road risk. Furthermore, the paper elaborateson an assessment system of road risk that should include road risk identification system, road risk judgment system, road risk analysis systemand road risk management system.
