According to ‘Road Transport of Dangerous Goods Regulations’, dangerous goods thatis with explosive, flammable, toxic, corrosive, radioactive and other features; and in thetransport, handling and storage process, the goods likely to cause personal injury, propertydamage and environmental pollution,so the goods need special protection. As dangerousgoods is often the product of many other raw materials, that is an important role in thenational economy plays. As the national economy and industrial development, dangerousgoods and people production activities have the increasingly close relationship, the dangerousgoods demand variety and the dangerous goods demand quantity are also showing a risingtrend year by year, the transport volume of dangerous goods increases rapidly.Dangerous goods road transport is a important public safety issue. In dangerous goodstransport process, we must ensure the safety of transport but also to ensure the transport of theeconomy. Choosing the route, that ensure the government of dangerous goods transportationsafety needs and the economic needs of transportation enterprise, is government andtransportation enterprises are facing an important issue. Bi-level programming model cansolve the contradiction between the government of dangerous goods transportation safetyneeds and the economic needs of transportation enterprise, and can be better optimized toachieve the purpose.On the basis of the road transportation of dangerous goods systematic analysis, this paperpresents the road transportation of dangerous goods road safety evaluation index system, andproposed the comprehensive evaluation method based on the fuzzy theory and neural networktechnology. According to the characteristics of the transport of dangerous goods andgeneralized impedance function definition,established the road transportation of dangerousgoods road impedance function model. Combining the road transportation of dangerous goodsof road safety evaluation and the road transportation of dangerous goods road impedancefunction model, and according to the Wardrop balance principle, establishment the roadtransportation of dangerous goods of path optimization bi-level programming model, thelower model is UE model. The bi-level programming model can meet requirements. SolveBi-level Programming Model by simulated annealing algorithm. Through the Frank-Wolfealgorithm to solve UE model. Finally, write the corresponding program code by MATLAB,and as a case study.
