The concept of globalization has received unprecedented recognition and attention, and has offered untraditional paths of capital accumulation and space production of Chinese cities. Reform and opening up policy has promoted China’s transition from planned economy to market economy. Administrative and economic decentralization has steadily created a large number of "growth-oriented government" and "enterprise government". Local governments’ ability and motivation of promoting urban development have reached a record high. Consumer society has showed significant commodity mark in the production of urban space, and the arriving of national tourism era has made more space consumer product, they have both significantly promoted the production of space in urban and rural areas. In this kind of background, urban marketing has been an irreplaceable role in raising city’s competitiveness and facilitating the accumulation of urban space. Especially small cities can obtain higher status in national urban system through the discovery and marketing of their own characteristics. Therefore, how could the scenic area towns discover and create their own endowment of tourism resources, how could they promote urban and rural space production and accumulation through city marketing and tourism breakthrough, have become a topic of great significance.The paper makes a review of urban and rural spatial development of the scenic areas, has found that the existing researches ignore "space" the important characterization of development, neglect the macro background of consumer society, national tourism era and city marketing, lack the grasp of urban and rural space development on a longer timeline, as well as made biased stakeholder analysis.In theory, the paper uses "the production of space" as the angle of view, creates the Features and Mechanism Models of the scenic urban and rural spatial development. They are, in macro level the "space-time evolution model" and in micro level the "dynamic mechanism model". Among them, the "space-time evolution model" is upgraded and expanded from existing linked research model of scenic areas, and divides areas of scenic urban and rural development into4stages, the "spontaneous period","construction period","expansion period", and "stepping over period", and analyze the internal logic of macroscopic space production. The "dynamic mechanism model" is enhanced and expanded from existing linked research model of "space production", add the special foundation and prerequisite of scenic areas as well as more comprehensive stakeholder analysis.In practice, the paper take Liyang City as a case study, which has been constructing and marketing Tianmu Lake since1990s, and by Tianmu Lake she has managed a successful breakthrough of small city. By reading local document, examining on the spot, interviewing governors and other stakeholders, and analyzing statistic yearbooks, both macro and micro models are tested, modified and enhanced. Conclusions at the macro level are:as time goes on,(1)The types of space promoted by Tianmu Lake are increasing,(2)the promoted space its own connotations are evolving and upgrading,(3)the range of promoted space is expanding. Conclusions at the micro level are:as time goes on,(1) some stakeholders join in and some leave form the production of space,(2) the role and position of stakeholders keep on adjusting and fixing,(3)the properties and connotations of various stakeholders are evolving and upgrading. In addition, the paper attempts to make reference and inspiration to other small cities by telling the story of Tianmu Lake and Liyang City.The paper contains about55000words,75pictures and charts.
