| With the rural economy growth and scenic area tourism development in China, traditional lifestyle in scenic area villages is changing dramatically. Tourism functions such as recreation, culture, discretionary and business are gradually replacing traditional village function for residence, together with the changes of village’s structure, scale and form.There are three significant characteristics of scenic area villages compared to normal villages in China. First, the local economy of scenic area village is poor. Second, the ecological and environmental protection requirements are strict. Third, the development of scenic area village relates to different groups such as local residents, government, tourism enterprises, which makes the relationships among stakeholders more complex. However, relatively few studies have investigated the features and methods of scenic area village planning. The village planning system nowadays is lack of knowledge about village characteristics and follows the methods of urban planning without taking the reality of villages into account. Therefore, in this research the village planning methods, contents and system, considering both scenic area and tourism, are studied based on the theory of stakeholders.The research is organized into four sections. First, the research background is introduced and research goal is proposed, together with relevant literature review. Then in the second section current village planning policy and system are summarized. The limitations of current planning system are proposed and a new village planning methodology is developed based on the idea of public participation. This is followed by the case studies of several villages in scenic area, aiming to investigate the tourism and space characteristics of these villages and analyze the driving forces of the village development. In the fourth section, a case of Lianhua Village is demonstrated to show how the planning system works in practice. The trend of the space development of Lianhua Village is shown considering different kinds of scenarios. A detailed planning including goals, contents and implement issues is also proposed.The conclusions are summarized as follows. The scenic area village planning should consider both regulations and suggestions. The planning and implementation should show flexibility to be adjusted due to different kinds of stakeholders and different stages of tourism development. With public participation, stakeholders are able to participate in the planning and implementation process and the corporation and interactions are improved. Thus, without influencing the environment of scenic area, the villages can be renewed with tourism as the driving force. The goal of scenic area village reservation and development can be achieved. |
