People have a higher and higher quality standard for electric energy which is supposedto be a kind of energy merchandise. Grasping the status of the power supply real-time isthe precondition to improve power quality. Nowadays, more and more power qualitymonitoring products come into market, but most of them are featured by the disadvantagesof simple function and high cost. A large proportion of the power monitoring products cannot satisfy the power quality monitoring requirements. Researching and developingmulti-function electric power quality monitoring device has important significance.This paper introduces the power quality concept firstly and discusses the causes anddamage of power quality problem. This article analyses the measure method of the majortarget such as harmonic, flicker in detail. A new high accuracy flicker measurementalgorithm aimed to non-integer-period sampling is proposed. This algorithm is that awindow is applied to the sample data before FFT. A further amendment is made to theresult according to double spectral line interpolation. This algorithm can avoid thecomputer of massive data in flicker measure method which was put forward by IEC and italso can reduce the hardware development costs.Based on the flicker measure method which is abovementioned and according to therequirement of the newest power quality standard, a quality monitoring device based onARM processor is designed. This device can measure harmonic,flicker,unbalance,powerfactor,active power,reactive power and so on.This paper analysis the test result of the power quality monitoring device. The resultsof research show that corresponding function and technical index can be realized.
