With the development of the society and economies and large-scale development of hydroelectric resources in China, many hydropower stations have been constructed. On one hand, the construction of these hydropower stations provided a great deal of clean and renewable energy source, and on the other hand it changed the intrinsic runoff pattern and greatly impact on the inflow forecasting result of the original hydropower station. For the multi-purpose reservoirs which are responsible for flood control and power generation, there exists contradiction between flood control and power generation in the flood season. There reliable inflow forecasting, practical model for flood control and optimization method for short-time reservoir operation are required to make full use of water and flood resource. For solving the issue above, the author studied the influence of upstream hydropower station’s retaining and dropping water on the downstream hydropower stations’inflow forecasting in the flood season, and corrected the forecasting result for the downstream hydropower station in Fujian Power Grid. Based on human experience, an optimization model for flood control was proposed with complex operation constraints, and solve by the heuristic method. At last, the maximum energy production model was developed,and solved by the optimization method with different time intervals. The result show that the electric generation benefit increased. The details about the present work is outlined as follows.(1) To deal with the accuracy problem that the inflow forecast result of the downstream hydropower reservoirs which declined as a result of the affection of the upstream reservoirs’ retain and turn on the water, the water balance principle in light of stream combing, the upper stream reservoirs’saturated storage one by one at recession stage, and fuzzy recognition at not recession stage to correct the forecast inflow of the downstream reservoirs are used.(2) A complex and useful flood control model was proposed, in which forecast checking interval restrain, outflow sustaining hours and discount coefficient of outflow was imported, and heuristic experience was imported to improve the efficiency of program. The model was solved by POA, and useful flood control schedule was approached.(3) For the application problem of short term hydro scheduling, a variable measurement method is used to address the time coupling constraints, based on which an optimal operation model is developed. Multiple hydropower operation models with different time intervals are proposed to solve energy maximization model by combining several neighboring original time intervals into one interval.
