In recent years, with the energy shortage and the intensification of the greenhouse effect, energy conservationen and energy efficiency has become the world consensus. Enterprises with high power consumption consume most of the power energe, but still followe the extensive energy management mode, which restricts the use of energy efficiency business. At the same time, a large number of non-linear loads are used,which brings low power factor, harmonics and a series of other power quality problems, resulting in a large number of line losses. How to strengthen energy management, enhance energy use efficiency, improve power quality and reduce energy consumption were studied in this article.The concept of integrated governance is proposed based on the needs of Enterprises with high power consumption, in which energy management system and power quality monitoring&control system are combined to improve energy management and efficiency, to improve the power quality, reduce network losses and ensure electrical safety in enterprises.Then, the overall functional characteristics and design planning, hierarchical and distributed object-oriented design was put out to build a comprehensive three-tier governance system power; Selection and installation of hardware and software was introduced,and application effect was analyzed by an example.Then, The functional characteristics and plan of Integrated power monitoring subsystem based on the needs of integrated energy governance system were proposed, and isomers based the subsystem is constructed; Dynamic link library based data acquisition program, data processing methods such as identification and processing for bad data, data storage were introduced.Then Human-computer interaction systems, such as display, output, and system management and maintenance, Web development and publishing services were introduced.Complete and rational layouted power quality control equipments are executive body for reactive power compensation and harmonic suppression.A new dual-resonance injection hybrid active filter was proposed, and its comparative advantages with traditional active filters were analyzed;One control method for DIHAPF,which based on the Integral pretreatment,is presented;Then,PPF design theory, design and simulation are presented by a example;And overall power quality improvement system was simulated and analyzed.Finally, Decision Support System Of Combined Power Energy Management and Improvement System, which based on the composite price was constructed, and functional characteristics and design plans were introduced;Integrated power prediction mode based on gray model is constructed,and complex billing indicators for Electrical energy were builded;Then, energy decision support model of governance system was also been established.By the Combined Power Energy Management and Improvement System was put into use, basis has been provided for responsibility for energy conservation and rewards or punishments, inthusiasm for energy conservation of the cadres and workers has been mobilized, the power factor has been improved, harmonic content has been reduced,and the power quality has beenGreatly improved.Then considerable economic and social benefits have been retrieved for the enterprise.
