Bohai is the only semi-enclosed waters of china. It has a low capacity of water exchanging, self-purification and dirt holding. So, it will take a long time to recover the polluted ecology if an oil spill happens. The rich marine resources have been prompting its economy for decades, especially the maritime transport industry and the oil industry. There is no doubt that the more oil transported or mined through here is, the further the degree of risk of oil spills at sea is increased. Remote sensing technology is good at and has been widely used in oil spill monitoring, while researches found that a single kind can not provide comprehensive spill information accurately. Therefore, it is necessary to build an integrated oil spill monitoring system which integrates most of remote sensing monitoring techniques and is establish the actual situation of the Bohai Sea.After extensive researches, comparison and selection, optimization, classification and integration, this thesis did some breakthrough works in the optimization of monitoring factors, the selection and optimization of the monitoring technologies and the selection and layout of monitoring sites, and created a large oil spill integrated remote sensing monitoring system in Bohai Sea. In order to meet the demand of oil spill clean-up plan, this thesis ultimately selected three kinds of monitoring factor, including oil spill monitoring factors, environmental monitoring factors and others. Depending on the principle, advantages, disadvantages and application of monitoring techniques, the thesis not only determined that applied monitoring technologies included satellite remote sensing, airborne remote sensing, ship-borne radar and auxiliary monitoring equipments, but also developed a comprehensive application strategy. Concluding the grade matching of oil spill, the oil throughput, the functional area distribution, the full use of existing resources, and the full coverage of Bohai Sea, the thesis developed a layout scheme of monitoring sites. It consists of six monitoring sites which is located in Dalian, Jinzhou, Qinhuangdao, Tianjin, Yantai and Qingdao respectively. At the same time, the scheme cleared the founding principle, rights and obligations of remote sensing monitoring center, which was the main sector that was responsible for oil spill monitoring.The research, based on the above-mentioned researches and the advanced oil spill remote sensing monitoring experience, this thesis completed the development of the large oil spill integrated remote sensing monitoring system in Bohai Sea, which applied a number of remote sensing monitoring technologies and included functional departments and professionals, such as remote sensing monitoring center, oil spill clean-up experts and so on. It also cleared the divition of work and the norm of data products. Finally, the thesis demonstrated that the system had a strong practical value by analyzing the Dalian Xingang Pipeline Explosion and ConocoPhillips Oil Spill.However, it also needs to do something in order to further improve the system, such as realizing the data sharing to save more time, developing the supporting software to support the faster extraction the more accurate discrimination of the oil spill information, integrating with the geographic information system, the satellite navigation and positioning technique and other high techniques, accumulating experience of oil spill monitoring and so on.
