Using grids multi-point information to improve the performance of the traditional relay, wide area protection system received extensive attention of the domestic and foreign scholars. At the same time, foreign scholars have started to research on the communication standards of wide area protection system since2008. In March2010, work group of IECTC57has published the technical report IEC61850-90-1, which aimed at using IEC61850for communication between substations. Therefore, to establish the information&service model of wide area protection based on IEC61850-90-1has important theoretical and practical significance for the foundation of an open, standardized wide area protection communication system.Firstly, this paper extends new wide area protection logic nodes through researching on wide area current differential and direction compare protection algorithm, and establishes wide area protection information model using tunnel communication mechanism based on IEC61850-90-1. Secondly, it completes the detailed design of IED model class of wide area direction compare protection and builds the IED entity using C++language. Thirdly, it gives communication service model of wide area protection IED involving substation’s three function level, especially the GoCB (GOOSE-CONTROL-BLOCK) service model which is used in communications between substations. It discusses how to mapping the GoCB model to MMS service, furthermore, gives the implement method of GoCB service after its maaping to MMS based on tunneling technology. At the end of this paper, a simulate IED software for communication between substations is realized on windows platform, using VS2010as development environment. This software is made up of three parts:IED entity, interface and GOOSE (generic object oriented substation events) message processing module. The third one is mainly used for the GoCB real-time service SendGOOSEMessage. This service assembles GOOSE message using the IED entity’s data, converts IECGoosePDU, which is the MMS mapping result of GOOSE message, to bit sequence based on BER, sends those bit sequence directly from application layer to link layer with Winpcap SDK according to GOOSE special retransmission mechanism. Finally, this paper uses MMS Ehearel to verify the function of this design.
