Since small towns in different regions are under economic pressure, use industrial development as the core layout. However due to the limited space and condition of local facilities, they are insufficient to support new industrial development, and must sacrifice the urban organic environment for continuing development. Such development produces an adverse impact to the regional environment, seriously restricting sustainable development. This article fully appies Industrial Ecology and its impact on production mode and consumption patterns. It focuses on the various effects such change of industrial structure has on spatial organization. This knowledge can be used to build spatial layouts that may help small towns to develop and build a better urban environment.The research of this article is based on the following methods:theoretical analysis, empirical analysis, the comparison of multi-levels and multi-factors, systems analysis, and comprehensive analysis. The following points are the main analytic force:after mastering the impact of the urban industrial layout, several typical cases are used to compare and analyze the different level city’s industry type, and summarizes the suitable industry type for small towns, and combines the analysis on natural ecosystems around those urban areas, based on the effects of member and energy circle chain of the enterprise and understanding of the mechanism and its usage of the industrial chain of industrial production. Based on this analysis, this article encompasses the entire industrial system of the urban area from micro-meso-macro levels. It includes case studies of domestic and foreign industrial ecology. This article also examines the impact of meso-level eco-industrial development on urban industrial structure. Furthermore, this article uses the interaction mechanism of industrial space and urban space center to build the industrial organization of the spatial layout coupled mode. Finally, the overall planning of LiChun is used as an example. This overall proposal of LiChun is based on adaptation of industry trends and spatial patterns as a means to rebuild the industrial chain of the new and old industrial interaction, to determine usage of different scales of land.This article uses the connection between industrial ecology and industrial chains to incorporate changes of spatial organization, thus creating a novel idea for urban spatial distribution development.
