S321is an arterial line of Shandong highway. S321pass mainly through Shouguang city and Qingzhou city and is one of the important passages between the two cities and Zibo, Jinan. It intersects with S224(Dayi highway), Yangtian highway S226(Yangqing highway), west circular highway of Shouguang city, S321(Weigao highway), Changshen expressway, S230(Qongqing highway) from east to west.It’s one of the important part of Weifang highway network.The present S321(Shouji highway),Weifang section,is a two-grade highway with pavement width of16metres and roadbed width of18metres, of which the the width of pavement and roadbed of Luocheng section is28m and35m repectively. Its cross-section of the18-meter width of roadbed is formed with1meter of earth road shoulders on both sides and16meters of pavement, of which the roadbed is18meters wide,its cross-section is formed with3.5m of road shoulders on both sides and28m of pavement.The standard of its original alignment is low. There are several gentle curves. the transverse and vertical alignments are not reasonable. The section within Shouguang city is getting more and more streetized. It traffic slows down. The motor and mon-mororized vehicles are mixed. The standard of service is low and traffic accidents occurs often. It has become a bottleneck.The scheme of the proposed construction is as follows:to reconstruct it into a first grade one, the width of its roadbed24.5m, the designed speed of80km/h. It starts from the intersection with S224(Dayyi highway)KO+000, and ends at Zibo,K41+602. The highway is41.6km long with one large bridge,6medium-sized bridges,11small-sized bridges and45culverts.The construction will play an important role in organizing thru traffic and city traffic, reducing the traffice pressure and traffic jams. It will also promote the fast growing regional economy.
