There are many lakes and water networks in Jiangsu Province.Throughout the long history,the development of transportation in Jiangsu Province has distinct characteristics of coastal and water towns.In the early 1990 s,the ratio of water transportation in Jiangsu Province was 6:4.This transportation pattern of water inversion,poor road grade and uncoordinated transportation structure seriously restricted the economic development of Jiangsu Province.The more the contradiction of transportation lagging behind the economic construction in Jiangsu Province,the more prominent it is.It not only directly restricts the economic development,but also seriously affects the investment environment of Jiangsu Province.On February 9,1991,the State Planning Commission submitted to the State Council for approval and agreed to build the Shanghai Nanjing Expressway,known as the Shanghai Nanjing Expressway.After Shanghai Nanjing Expressway opened to traffic,the whole province felt the "high-speed effect".Taking this as the first year of expressway construction in Jiangsu Province,the expressway construction in Jiangsu Province has progressed rapidly from zero to have.Statistics by the end of 2017 show that the mileage of toll roads in Jiangsu is 7109.4 km,including 4692 km of expressway operation mileage.With the increasing density of road network in Jiangsu Province,the pulling effect of investment on economy is weakened,and the debt problem of expressway is becoming more and more obvious.In Jiangsu Province,expressway investment holding company is the financing platform of expressway construction in Jiangsu Province,which is a wholly-owned provincial enterprise.The debt of Jiangsu Expressway is equal to that of the provincial government.According to the statistics bulletin of the Ministry of transport,except for some provinces and cities,most of the toll revenue of toll roads in the country cannot cover the loan interest of that year.At the same time,in the context of the rapid expansion of local debts,the newly revised budget law and the State Council document No.43 in 2015 called for the local government to stop financing through financing platforms and infrastructure construction,and included the shadow budget in the "special fund budget".A pair of contradictions between the tightening of financing channels and financial constraints and the objective existence of continuing to provide high-quality public goods began to appear.At the same time,the existing toll roads have objective negative factors on logistics cost,land resource utilization,people's travel and other aspects,and the social public opinion ferments from time to time.Therefore,the highway construction must be carried out in the spirit of scientific prediction.Accurate calculation of each important link provides scientific basis for decision-making bodies,design units and construction units.Ningyan expressway,located in Jiangsu Province,is one of the expressway network planning of Jiangsu Province(2017-2035).The project connects the Yangtze River Delta economic belt and coastal economic belt in the province,which is an economic link;at the same time,the project runs through southern Jiangsu and central Jiangsu,which is a development link connecting the northeast and southwest.The completion of Ning Yan expressway will make up for the gap of expressway network in Central Jiangsu Province,and promote the further development of regional economy and provincial balance.According to the relevant theory and steps of feasibility study,this project studies several key issues of the feasibility of Ningyan expressway project,providing theoretical support for the investment and construction decision-making of the project.This study consists of six parts: the first part introduces the purpose,significance and necessity of the study and the general situation of the project feasibility study at home and abroad,and explains the research methods and contents of the project.The second part investigates the current situation and trend of regional economy and transportation.The third part studies the prediction of traffic volume.The fourth part analyzes the natural geographical conditions of the location of Ningyan expressway,and analyzes the technical feasibility of the project.The fifth part estimates the investment of the project.The sixth part evaluates the economic rationality of the project.
