The world increasingly globalized, diversified, and the uncertainties the world facing is gradually increasing, Emergencies not only in speed has been accelerated, but also an increase in degree of harm. Emergencies occur without warning, and they will give people’s lives and property varying degrees of damage. In addition, the events will be further expanded, so timely measures must be taken to deal with emergencies. Emergency has the characteristics of sudden, hazardous, and the continuing impact, which decide the difficult to deal with emergencies. With the intensification of economic globalization, the emergencies caused by a variety of factors dramatically increased, causing great harm to people’s lives and property. In China the railway system emergencies also often occur.The Guanjiao tunnel is a rare High-altitude and long railway tunnel, Once the Guanjiao tunnel Occur an incident, the rescue will become very difficult, therefore the need to strengthen emergency management of emergencies is very important, so that the paper use the Guanjiao tunnel as research object, study on emergency system of the Guanjiao Tunnel to respond to emergencies during the operational phase,as a result, various emergencies can be effectively respond to,and the loss of personnel and property can be reduced.Firstly, the paper through studying the theory involving to emergencies, using deductive inductive method, analysis the major emergency type of the Guanjiao tunnel in operation period.Basising on this, identify risk factors in emergencies, and analyze risk tolerance and risk control capability for emergencies., in addition build the emergency risk assessment index system of the Guanjiao Tunnel in operation period, then use Analytic Hierarchy Process to assess risk. The conclusion is the fire is a greater risk of emergency.Secondly, according to the actual situation of The Guanjiao tunnel, and risk analysis for emergencies of The Guanjiao tunnel during the operational phase, in order to precaution the occurrence of emergencies, the paper, establish the emergency preparedness system of The Guanjiao tunnel in operation period, from the perspective of systems engineering, analyze the composition, contents and operating mechanism of the system, to guide the establishment of the emergency preparedness.Thirdly, to effectively deal with the emergency of The Guanjiao tunnel in operation period, the paper, establish the system of contingency plans from the perspective of systems engineering, analysis elements of the system, to lay the foundation for making the specific contingency plans. Besides, the paper sdudy on the assessment of the system of Contingency plans, combining with a comprehensive analysis of contingency plans, establish the comprehensive evaluation index system of the contingency plans, at same time, index weights always are analyzed, then the key indicators are identified. Taking into account a number of shortcomings in the modern assessment methods, to ensure the accuracy and objectivity of the assessment, the paper use the STEPS software to simulation the key indicators, according to the simulation results obtained, to assess the key indicators, and to amend the contingency plans.Finally, the paper confirm the theory by the survey of the Guanjiao tunnel, applying data from the survey, verify the feasibility of using the STEPS software to assess the key indicators of the contingency plans.
