The power consumption was raised in all walks of life with the rapid development ofeconomy year by year. The power supply and demand balance has been broken due to theenergy resource shortage nowadays. The issues on how to use the power more reasonable hasbeen aroused wide public concern. The nation has issued a series of energy measurementways to alleviate the power shortage problems such as Time-Scheduled tariff system,Ladder-Schedule tariff system and so on. The policy has promoted the energy-saving by usingmacroeconomic means. The multiple function requirements pushed forward the research anddevelopment of the smart meter.The power meter has the disadvantages of high cost and simple function that the designof a low cost multi-function smart meter will have market potential. The design in the paper issuitable for each household appliance and it support multi-rate, ladder-schedule and powerfactor ways in the module of electric charge calculator. Its function includes real timedisplaying, data saving, temperate and humidity measuring, even cost and co2estimating. Thesmart meter could upload the back-up data to the control computer that can form the report,list the data and draw as the diagram. The control computer provided the interfaces for theuser to realize the personalized function configuration and software calibration. The mainwork of this dissertation can be summarized as follows.(1) The power meter is mainly used in the application as one-meter-one-household orone-meter-several-household at present. The design of the smart meter in the paper is suitablefor each household appliance. According to the requirement of the product, the main structurehas been divided into two parts: the embedded smart meter and the control computer.(2) Compared with three kinds of the design proposals, SOC (System on a Chip) solutionhas been confirmed. Due to its simple peripheral circuit and powerful software function,MSP430F4794has been selected as the core processor.(3) Designed the hardware and embedded software according to the characters of thecore chip and the structure of the MCU.(4) Introduced the function of the control computer and described the implementationmethods in details according to the function demand. In the actual test, the power meter in the paper could reach the standard of1.0magnitudeafter it has been calibrated by the software. It was designed as a very good market prospectproduct of low hardware cost, short development cycles, multiple functions and friendly userinterfaces.
