The Countermeasures Research Of Our Urban Traffic Congestion Management

With the rapid development of urbanization and the accelerated process of urban motorization level, urban traffic congestion has become a "epidemic" in many cities of China, especially in big cities, it has seriously impact on city functions and people’s quality of life, therefore, management in traffic congestion has become a problem that many city governments have to faced and solved. In research area, scholars in many subject from different aspects, expanded the traffic congestion management research. This article puts forward some countermeasures proposal in urban traffic congestion management are referenced by foreign advanced theory and its city management experience in the framework of the administrative management.Its main contents are as follows:Firstly, the article expounds three system theories of urban traffic congestion, that is, urban traffic sustainable development theory、city space multi-center structure theory and new urbanism theory as later analysis and the basis of demonstration.Subsequently, the article investigates the status quo of urban congestion in China, it indicates that many countries are beset by traffic jams with a series of data and it has been very seriously in some cities, and further pointed out that series of hazards caused by urban traffic congestion, it including economic loss、environmental contamination、damage to the person’s body and health and the influence of social justice.Then, the article analyzes the reasons for urban traffic congestion in China, concentrated in three main aspects, firstly, the problems existing in the construction of the city, that is the cities sprawl in the process of urbanization and transportation infrastructure construction is still insufficient; Secondly, the reason of economic policy, that the government has long taken the policy to encourage the car ownership and usage; Thirdly, there is a lack of transportation demand management in urban traffic management.Finally, on the basis of the status quo and cause analysis, the article proposes the countermeasures of urban traffic congestion management. However, prior to the implementation of specific measures, the article shows, according to the urban traffic situation and reference from the management experience in traffic problems of foreign city, our government must make efforts in two important respects as an important prerequisite, firstly, the overall planning, make comprehensive urban transportation development strategy to replace the current adaptation of the urban traffic planning, so as to solve the urban traffic congestion and ensure traffic problems of city traffic sustainable development; Secondly, is to integrate the administrative department, with the obstacle of the system to realize effective traffic congestion management. In these two premises, the article puts forward the urban traffic congestion management needs to combined tactics, implementing the comprehensive traffic countermeasures, and there are three core strategies is very important in all kinds of actions. Firstly, is to optimize the urban design, in both of the macroscopically on the planning the multi-center of the city structure and take TOD mode, puts forward in particular the structure of these applicable range and the matters needing attention, also included in the microscopic attention to enterprise unit to guide the rational distribution of the use of motor vehicles; Secondly, mainly use of economic means and coercive measures to control the tenure and usage of the vehicle to reduce the traffic demand; Thirdly, is to promote the development of public transit, implementing strategies of bus priority to cooperate with urban design optimization as well as the competition of the car to attract more people to use public transport. As well, the article points out, these core strategies should be integrated unified implementation can form the joint forces tactics, and get better results.
