Railway, as a major traffic transportation enterprise, facing with competitive pressures from the highway, aviation and other ways of transport, needs to upgrade and strengthen its organization and management level and accelerate locomotives, vehicles and other equipment turnover continuously, to reach the goal of improving passenger and cargo delivered on-time arrival rate. Shunting locomotives, as the main mobile devices in the railway transportation system, are responsible for carrying out nine tenths shunting operation in the rail transport organization such as train detaching and attaching, arrived trucks disintegrating and marshalling, placing in and taking out of wagons on special railway lines. Therefore, the scientific and rational using of shunting locomotive plays a vital role in improving the efficiency of railway transport. However, due to the problem in the shunting locomotive using process, railway transport economic benefit reduction still exists because of the prolonging of train travel. Regards of this, it is necessary to make certain research on shunting locomotive using and organization, with the purpose of bringing forward optimization suggestions for improvements.This thesis regards "the optimization of regional shunting locomotive concentrate-using" as the object of study, analyses the technical questions in the process of the regional shunting locomotive used in a concentrated area meticulously and scrupulously.The paper discusses the basic concept and quality of regional shunting operation at first, and then puts forward five different factors on regional shunting locomotive-using which including the effectiveness of regional shunting operation, the configuration complexity of the regional shunting locomotive, and so on. Then, the dissertation analyses the core issue on the regional shunting locomotive concentrated-using, the organization of parallel operating with related tasks. Through the presentation of the related tasks correlation by setting some parameters, it obtains the parallel operating conditions by mathematical calculations, and proposes the concept of shunting locomotive operating space-time diagram. In order to facilitate the research, the article firstly makes some assumption about the practical problems, then swaps shunting locomotive operating space-time diagram for further abstraction and simplification, and then establishes the mathematical model of regional shunting locomotive concentrate-using based on multiple traveling salesman problem, in order to minimize shunting locomotive waiting-time at station. Finally, accessing to domestic and foreign scholars’research on the MTSP and its application areas, drawing on their successful experiences and methods, the thesis determines using the so-called hybrid simulated annealing genetic algorithm which has the both advantages of the genetic algorithm and simulated annealing algorithm to solve the problem, and verifies the correctness of the model and algorithm via a example.
