To a certain extent, the vessels system safety has serious influence and restriction on thesystem performance index and function, thus it has always caught the attention of navy deeply.In order to adapt the transformation of navy combat concept and mode, the concept of vesselsdesign has turned into pursuing energy efficiency optimization from performanceoptimization, system safety becomes one of the important factors in vessels overall design.However, the research work on vessels system safety in our country started late, and it’s notbased on the whole life cycle of system, so, in the research and development process ofvessels real system, safety analysis and evaluation work is difficult to carry out specifically,the safety can’t be improved on the whole. In view of this situation, based on the safetysystem engineering, with the vessels system own characteristics, in this paper we study thesafety analysis and evaluation methods of the whole life cycle of vessels systemsystematically, hope to provide some theoretical basis and technical support for the formationof vessels system safety work norm in our country.In view of the complexity of vessels system, a method of using the system engineeringtheory to analyze its characteristics is proposed in this paper firstly, so that the safety work infuture can carried out better, and it’s expounded in the case of firefighting system in engineroom. Based on related safety standards, this paper extends the system safety definition andconnotation, proposes the vessels system safety indexes based on its own characteristics. Thevessels system accident mechanism is studied in this paper, and the accident-causingmechanism fishbone diagram is given, which can help people identify the hazard in vesselssystem accordingly and take effective risk control measures. And this paper syntheticallydiscusses some system safety analysis methods, such as PHA, SCL, FMECA and FTA, andthese methods have been appropriately improved so that they are more applicable to analyzethe vessels system safety; in order to get the best analysis result, this paper proposes that themost suitable safety analysis methods should be creatively chose according to its specific lifecycle. The probabilistic risk assessment of vessels system and its evaluation procedure aredetailed studied, in view of the insufficient statistical safety basic data, this paper introducesthe Fuzzy-AHP comprehensive evaluation method, as a result, and the problem that it isdifficult to evaluate the vessels system safety quantificationally is solved perfectly. At last, theresearch results of the work above is applied into the electrostatic safety analysis andassessment of some new-type supply ship’s Fuel storage and transportation system, and a great result has been gained.The safety work of vessels system should be carried out through its whole life cyclestages, started in its demonstration stage, and then gradually deepened; people should try theirbest to eliminate and control the hazard through the system safety design during the systemdevelopment stage, and strengthen the system safety management in order to preventaccidents. Conclusions of safety analysis and evaluation are the effective basis of safetydesign and safety management, therefore, strengthening the systematic research of vesselssystem safety analysis and evaluation methods plays a great role in enhancing the vesselssystem overall safety, and this is also the practical significance of this paper.
