In the long history of the Chinese nation,flooding has always beenassociated with it. Initially, the flood waters spill over, forming alluvialplains and bringing fertile land for cultivation. However, with thedevelopment of economy, explosive growth of population, flood have nofreedom to spill over the vast space. floods also gives people a lot ofdisasters. People also continue to take many measures to control floods,but eventually have to combine engineering and non-engineeringmeasures to manage flood. Flood loss assessment is one of thenon-engineering measures. Traditional flood loss rate was used to assessof the flood damage of buildings in this article. The advanced AirborneLidar technology was used to extract building information, so as toachieve fast, convenient assessment of the flood damage of buildings.Firstly, the airborne LIDAR technology was introduced, includingdevelopment and main features of it. The composition of airborne LiDAR systems and other related content was illustrated too. The compositionand characteristics of airborne LiDAR point cloud data was focused on,as well as the general process of data processing. In addition,elaboratedon airborne LiDAR techniques in Geosciences, urban management,forest surveys, disaster monitoring, and other fields of application.Secondly, the researches on the edge of the building detection andbuilding information extraction-related research was took. The generalprocedure of edge detection and some classical gradient operator wasillustrated, and with a gray image of building point cloud as theexperimental data was used to detecte the edge of the building by theoperatores above in IDL language. And the results precision were met thepractical requirment by analysis and comparison. The methods ofbuilding information extraction was introduced. High-precision imagedata was took use to culculate the building height information. The newmethod to extract a single building height and area information byairborne LiDAR data was illustrated. Validation and analysis of resultsshows that the method precision can meet the needs of building damageassessment.Trirdly, floods loss rate as the most important factor was used toassess flood losses internationally. With a basin of specific regional as testarea, regression analysis method was used to calculate building flood lossrate, and for comparison analysis, on two type of building loss assessment of precision were in85%above, these results can meet the requirementswell and was easy to achieve.
