Study On The Sustainable Development Mode For Shenzhen ITS Operation And Maintenance

In terms of the serious problems of the deterioration of environment and the citytraffic congestion, the government has implemented a number of intelligenttransportation projects through the Beijing Olympics, the Shanghai World Expo, theGuangzhou Asian Games, the Dec5thShenzhen Universiade and other large activities.They have established the model of the intelligent transportation system (ITS) andwill play active roles for alleviating the traffic jam in the city, improving the publictraffic efficiency that is good for the government’s decision-making. But, with theincrease of the ITS construction projects and investment, system maintenance alsoadds a great burden for the government finance. The purpose of my paper is to find away to satisfy the normal operation and maintenance of ITS, reduce governmentalgovernment spending, conduct commercial operations and produce some economicbenefits to sustain the future ITS development using existing ITS as the informationresource.For fully demonstration, my paper presents recommendations for the systemoperation and maintenance as well as and business models of Shenzhen intelligenttransportation using methods such as literature survey, investigation, case study, andcritical analysis.The structure of my paper is as follows: in the first chapter, I introduce someprofessional knowledge about my studies including the intelligent transportationsystem, the system maintenance, the commercialization and the sustainabledevelopment. In the second chapter, I analyze the related public product operationmodels,(e.g. BOT model, TOT model, PPP model and BDOT model), both domesticand foreign. In the third chapter, I analyze, study and summarize both domestic andforeign ITS cases (e.g. Japanese VICS, the United States ITS, South Korea ITS). Inthe fourth chapter, I analyze the current situation and problems of Shenzhen ITS interms of the maintenance, commercialization and operation. In the fifth chapter, Imake a profound analysis about how the existing Shenzhen ITS can achieve thewin-win situation through commercial operations. In the sixth chapter, I make aresearch about the assurance mechanism of Shenzhen ITS in order to ensure theimplementation of maintenance and commercial operation of Shenzhen ITS.In the seventh chapter presents conclusions and prospects. It puts forwardShenzhen public travel information services-BDOT model. This model is resulted from the analysis of the existing conditions and environment. It can provide areference for the Shenzhen Transportation Commission and other operationalenterprises. Due to the shortness of time, cases and data, there are some short comingsin the recommended model that needs more improvement in future practices to makesure to win.
