This paper uses storm water process analysis of GIS,through establishing digitalelevation model to simulate the flood process in the Lower Weihe River in Weinanarea under hydrological analysis module of ArcMap software, it’s possible to judgethe flood range in the different flood level, and the ecological land use based onstorm water management was analyzed. Analyze flood risk characteristics of theRiver basin profoundly,to grasp the flood risk characteristics and their evolution. Thestudy area was divided into the highest risk areas (5year return period flood range),high-risk areas (10year flood submerged area), medium risk area (20year returnperiod flood range), lower riskarea (50year return period flood range) and the lowestrisk areas(100year return period flood range).With the well-developed theory and methodology of landscape security pattern,from the perspective of watershed management, to make ecological land use paln forthe highest risk areas, high-risk areas, medium risk area,and establish landscapesecurity pattern which is suitable for natural water process.The planning of thehighest risk areas is planed for the permanent wetlands, the total area of108378000square meters. The higher risk areas and medium-risk areas is planed for the greenline, riverside region, the total area of780015020square meters. Where developingagriculture appropriately.Take a comprehensive flood control measures for differentrisk areas according to local conditions. Introduce rainwater management strategyof shifting from flood control to flood management, its object is no longer limited tofloods, including the management of land and human behavior,human beings shouldseek to "man and flood co-existence" of land use mode, reduce flood risk withinaffordable limits,coordinate the relationship of the region,man and nature based onthe interest of flood, to protect and support sustainable development. This is thechange of concept in ecological land use planning,this Conclusion and results can beused as a reference and a basis of the Weihe River storm water management.
