Highway maintenance activities usually require lane closures for a long time and disrupttraffic operations. Because of budget constraints, project deadlines, and the resulting trafficimpact, the objective of this dissertation is to improve the efficiencies of traffic operation andmaintenance work, and minimize the total project cost (i.e., agency cost and road user cost) byoptimizing work zone schedules.At First, the definition of highway maintenance and engineering classification isintroduced, and analyzes the traffic characteristics of workers, vehicle, road and traffic flow inwork zone. A rational division of the control section of the work zone, and the length gives areasonable value.Then the conservation of the total cost function model, the conservation of the total costis divided into maintenance and construction of cost, maintenance interval of idle cost andequipment costs and road user cost. The cost of road users, including delay costs, vehicleoperating costs and traffic accidents cost. For traffic delays in the work zone, decelerationdelay, queuing delay, the speed limit delay and accelerate the delay were introduced.Then studied the work zone traffic simulation using Vissim. A particular work zone, forexample, were different the V/C ratio under different conditions of the simulation run andevaluation, obtained the delay in the non-congested traffic conditions(V/C<1) and congestedtraffic conditions(V/C≥1). Compared the delay results obtained by the simulation method andanalytic method, the calculated average delay is greater than the analytical model forsimulation results, proposed the concept of system delay.Finally, optimized the work zone scheduling by minimized total cost in highwaymaintenance project Using the “sequential search method”, and analysised the maintenanceproject of Jing-zhang freeway.
