Design Of The Secondary On-site Station Operation Safety Control System

Railway safety is critical to the economical development and people’s lives andproperty. Operation safety in railway train operation depot is a key element of the wholerailway safety. With the development of China railway, advances in equipmenttechnology and safety management improvements, the safety in railway train operationdepot is emerging to a sustainable and stable situation. However, in the current safetymanagement in railway train operation depot, how to solve the problem of thenon-control operations of workers and safety management arbitrariness of cadresremains a challenging problem. In the current stage of railway development, the mainfactor that affects the on-site safety control of railway depot site is the human factor,thus, how to improve the technological level of the staff jobs and cadres of safetymanagement is the key. We are focusing on the Changsha railway train operation depot,trying to design and develop management measures, technologies and system accordingto the control requirement for the safety of railway train operation depot. We proposeand construct a system named “the secondary on-site station operation safety controlsystem”. According to the characteristics of the on-site safety management, this systemis a safety management information system that controls the key driving jobs,operations, personnel and the whole security management processes and managementprocesses.According to the theory of reliability, accident analysis and accident preventionand the practice and lessons learned from railway on-site safety management history, weanalyze the difficulties, focus and typical problems of the on-site safety management.Based on safety management principles, theory and railway train operation depot safetymanagement status, considering actual situations in railway train operation depot, wepropose a solution that use computer network and electronic technology, the mosteffective way is to design, construct and use of “the secondary on site station operationsafety control system”. Railway train operation depot safety management is changingfrom manual control to automatic control step by step, and can improve theeffectiveness and reliability of the safety management, and also can solve the problemsin on-site safety management. The system includes15functional modules, such as:safety days display, station technical data management, train operation schedule display, construction (maintenance) day program management, scheduling order management,announcement release management, the priorities of management in day shift,appointment of personnel management, key operations control, site inspection signature,anti-slip control check, deposit and car anti slip management, arrival and departmanagement in station, day-work process control and technical information revealedetc.. The average number of the reported safety problems is declined23.7%monthly inChangsha railway train operation depot since the system’s implementation in the end of2011.In brief,“safety control support system in railway depot on-site operations” hasstrengthened on-site security control, improved staff efficiency and reduced the laborintensity, and also has a strong potential to be applied to other fields.
