It is now an era of leisure vacation tourism. Island resort has become one of the mostpopular tourist destinations due to its exclusive environment and resource. The conflictbetween tourism construction and protection rises with the development of island tourismresort. In order to obtain the most of economic benefit, some developers have destroyed thenature and culture resources of the island. On april19,2012, china’s state council approvedthe implementation of the “island conservation plan” which clearly makes effort to protectthe island environment and to use of island resources rationally. On the basis of detailedregulatory plan, plan management plays an important role in directing island tourismconstruction. It has to analyze and research the controlled content in order to maximize itsfunction in island plan and management which represents a feature of conservation-orienteddevelopment.On the basis of recent academic research and practical experience, probing into thenecessity of tourist area regulatory planning,using theories of island tourism resort andanalyzing controlled elements,this paper brought forward index system that consist ofseven items including land use, construction of building, landscape protection,environmental quality, control of supporting facilities and activities,and further study of thecontrolled methods, in order to direct the practice of costal tourism resort regulatoryplanning. Compare to urban regulatory planning, tourism resort area regulatory planningchange the main point and make the resource-protected and nature environment as the core,and it further its content, such as construction of building in coastal tourism resortcharacteristic. Furthermore, it introduces of tourist capacity, room density, land alter rate,special building area, vegetation fraction, green line, resources protection level and someother design control elements to enhance the index system of the costal tourism resort. Atlast, this paper introduces a case study of changshan islands tourism resort regulatoryplanning that explores and researches the index system in detail.
