The Research On The Adaptability Of Regulatory Planning's Control Index

The new Urban and Rural Planning law has officially begun implementation in January 1, 2008, according with its implementation, the legal status of the regulatory detailed planning has been upgraded, its adjustment and approval process are more complicated than ever. However, with the rapid social and economic development of the city, the regulatory detailed planning met more and more adjustments that towards indicator system in the planning management. As a result, the study on the adaptability in control system of the regulatory detailed planning has become one of the most important tasks.Based on the special theory and practice,the article summarized the common problem of the regulatory detailed planning, by the means of systematic analysis, article study, comparison study, practice study and so on. The article is composed of three parts. The first part is the basic research, reviewing the development of the regulatory detailed plan, it analyses the status of the regulatory detailed plan, as well as the theoretically function it should display. While, studying the successful experiences of overseas,the article provides good advice to the development of the regulatory detailed plan. The second part is the real diagnosis research. With a view to explore the major content and internal motives, study and statistic many actual cases of domestic adjustment in the regulatory detailed planning.Based on the above, the paper raise up a suggestion which towards index system of the regulatory detailed planning from two parts: control methods and control the depth .Finally, the article proposes the development direction, as well as the suggestion to accomplish the regulatory detailed planning. For example, limited the planning period, employ a variety of different types of planning control,concern public interest and introduction of public participation and so on.
