Speed is an important factor to affect road safety, although causes of accidents aredifferent, but speed factor accounts for a sizeable proportion of traffic accidents, which wemust attach great importance to reduce the influence of the speed factor on accidents tominimum. Operating speed can reflect the actual state of vehicle in motion process, so if thedifference between design speed and operating speed as well as change rate of speed insections can be controlled in a certain range, security of routes can be improved, andaccidents can also be reduced, so lives and safety of road users can be protected.Through the research on operating speed and linear elements, and considering theinfluence of side interference and intersection on first-class highway, this article proposed afirst-class highway speed prediction model on the basis of the highway speed model, whichimproved the prediction models of high-grade highway. And also from the perspective oftraffic safety, the design coordination which is the difference between design speed andoperating speed as well as linear continuity which is the speed change rate between sectionswas selected as linear quality evaluation standards. The linear quality evaluation index wasdetermined and a linear evaluation model was established according to the differencebetween design speed and operating speed as well as the relationship of speed change rateand accident rate. On the basis of line evaluation, the improvements of design phase andoperational phase of high grade highway were proposed respectively according to theoperating speed and line shape, which has very important significance for reducing theaccident rate of high-grade highway and improve the alignment safety of grade highway.Finally, with an engineering example, operating speed was calculated through theprediction model, coordination and linear continuity of the design of the route were analyzed,and specific improvements were proposed, security of design phase and operational phase ofhigh grade highway was effectively improved which protects the personal and propertysafety of road the user’s.
