Yingkou harbor located in middle of Liaodong Peninsula is one of coastal and main haven of China and the second port of northeast area of China. In order to strengthen Yingkou vessel traffic management, to maintain the order of the traffic on water, to reduce the water traffic accidents, and to improve port operational efficiency, a VTS was created early in1996by the Ministry of transportation of China. By end of2012Yingkou MSA has completed the VTS system reconstruction, implementation area of Bayuquan port and the Liaohe River estuary waters ships dynamic continuous surveillance and tracking. In order to improve the waterway capacity, to ensure that the winter ice period of marine traffic safety, the search and rescue coordination command has played an important role, Yingkou MSA built vessel traffic supervision and service system, mainly including:the Yingkou VTS (Vessel Traffic Service) system, ship information release, ship reporting system and automatic control system as well as the SMS platform systems, these systems to the waters of the ship safety supervision and to provide navigational assistance service, but the existing system is not associated with the VTS core system interconnection and exchange of information, to form effective collaborative ship traffic supervision and service of integrated application system.The paper studies the network security and information exchange technology, mainly including:the net work principle and technology, J2EE platform and Webservice technology. Secondly, based on the multi gap multi network fusion vessel traffic supervision and service of integrated application system architecture; based on this architecture using C#platform of JSP technology design and implementation of ship’s dynamic information management system.This paper study the realization of ship dynamic information management system to address the Yingkou area VTS system, ship information and ship reporting system and dynamic alarm SMS platform system for data sharing and collaborative working problems. By the Yingkou MSA vessel traffic management center successfully applied to prove that:improve the work efficiency, shorten the ship information receiving time, improves the timeliness, improved VTS on harbor ship company and water company service ability, alleviate traffic control center personnel on duty manual entry of information and ship reporting system administrator manually foreign network information release workload, work efficiency of a VTS system and social benefit are improved, and better for the ship to provide information services, navigation service and traffic organization service, the implementation of water traffic management and command the marine rescue, more effective use of the VTS system function.
