Study On The Competitive Evaluation Of Regional Flood Resources Utilization

With the increasing growth of population and the rapid development of economy&society, water requirement will increase and water resource shortages will be worsen. The appropriately use of flood resources will become the important way of solving regional water resource shortages. However, with the utilizable flood resources limited, various regions or measures of flood resources utilization use the flood resources for themselves, so they may compete and hinder the sustainable utilization strategy of river basins and regions using flood resources. So studying on the competitive evaluation of regional flood resources utilization may be important practical significance.Firstly, this paper analyses the relevant mature theories of flood resources utilization and emphasizes the concepts and estimated methods of flood resources, flood resources utilization and potential flood resources available in terms of the connotation of regional flood resources, the principle of regional flood resources utilization, the methods and features of regional flood resources utilization, the utilizable flood resources and the potential flood resources available, and then proposes and analyses the concept of competition of regional flood resources utilization.Secondly, this paper analyses the borne risks of regional flood resources utilization and producing corresponding benefits, makes quantitative and qualitative analysis the risks and benefits of regional flood resources utilization of reservoir, canal storage and flood storage region, emphatically describes the risk define, risk attribute, risk characteristics, risk classification, the basic pattern of risk management, benefic connotation and benefic classification of regional flood resources utilization, then summarizes various ways of risk and benefic estimation of flood resources used measures.Finally, based on Data Envelopment Analysis and its prominent advantages in evaluating relative effectiveness, this paper emphatically analyses C2R model and its construction way, construct competitive evaluation index system of regional flood resources utilization with the input items of risks and submerged losses and the output items of benefits, establish competitive evaluation model of regional flood resources utilization based on Data Envelopment Analysis, then evaluate the relative effectiveness of various projects of flood resources utilization, namely competitiveness, obtaining corresponding researches instance measures of flood resources utilization of pilot projects of beisanhe basin.
