With the increasement of population, the improvement of urbanization and the rapid development of economy, there is a great demand of water recourses in our daily social life. The research in the optimal allocation of water resources is necessary to adapt the limited water supply to the development of social economy. The optimal allocation of water resources is used to improve utilization rate of water resources and make the water supply goes well with the Economic characteristics. This measurement is realistic in improving the low utilization rate of water resources in China.This paper did a research into the theory and model of the optimal allocation of water resources after analizing the optimal allocation of water resources both inside and aborad. Take Wujiaqu as a research object, by analizing the present suitation of water supply, this paper gives a prediction of water requirement and supply in different planning years (2015,2020,2030) with water quota method and trend extrapolation. It adopts multi-objective decision analysis method to establish water resources optimization model with the purpose of making a research of reasonable allocation of water. By using particle swarm optimization algorithm to solve the model, then it gives the program in matlab software. From this research, we can get the scheme of the optimal allocation of water resources in different planning years (2015,2020,2030) in Wujiaqu as follows:(1) It analyses the present suitation of water supply in Wujiaqu (2009), the total water consumption was22843.28million m3, the water supply was21581.31million nr, according to the water balance, the water supply can’t meet the demand of the water department in Wujiaqu, the water shortage will be1261.97million m3, the ratio of water deficiency will be5.52%.(2) It provides the forecast of water demand of different planning years (2015,2020,2030) in Wujiaqu, the total demand of water in2015is29124.04million m3,30288.17million m3in the year2020and35613.48million m3in2030, the total water demand is increasing year by year. On the other hand, the water demand in agriculture will decrease by32.19%while the consumption in industry will increase by26.87%.(3) It offers the prognosis of water supply, the basic amount of50%is34799.35million m3and90%is31383.15million m3in Wujiaqu in different planning years (2015,2020,2030). According to the water balance, we can easily get the conclusion that the water supply will meet all the needs in different design reliabilities.(4) It adopts the multi-standard decision analysis metod to establish a model of the optimal allocation of water resources that can provide the lowest water shortage and water diversion cost.By using the particle swarm optimization algorithm to slove the problem and get the best ratios in different planning years (2015,2020,2030) is50%,75%,90%.
