With the rapid development of society and economy, the shortage of water resources and the degradation of water environment has become the bottleneck restriction to the development of society. Facing the increasingly serious problems of water resources, the optimized configuration of water resources has has important theoretical significance and application value, it is also the effective method to guarantee the sustainable development of local economy. The thesis establishes regional water resources optimization allocation model based on extensive reading the related research achievements and under the sustainable development principle, and takes Yulin City as research object, studies the optimal allocation of water resources in this area. Main content as follows:(1) This paper expounds the background and significance of the research based on extensive reading of literature resources; analyses the research status both at home and abroad and points out the problems existing in the research and future studying direction; summarizes the research contents, methods and research route.(2) The paper discusses the basic concepts, guiding ideology and allocation principles of optimal allocation of water resources; analyses its general methods; summarizes several major theory and its development.(3) The paper establishes a multi-objective optimal allocation model of regional water resources based on theory of sustainable development. This model takes the maximum comprehensive benefits of society, economy and environment as the target. It is restricted by available water supply, water demand, fairness of water use. PSO (Particle Swarm Optimization) algorithm is used to solve the model. It also expands the scope of application and research of PSO.(4) The paper selects Yulin City as research object to study the reasonable allocation of water resources on the basis of the above. A multi-objective optimal allocation model of regional water resources is established based on theory of sustainable development and the parameters of the model is determined. The model gets different optimal allocation results for 50%, 75% and 95% of 2010 and 2020. Countermeasures and suggestions of reasonable exploitation and utilization of local water resources are proposed based on the analysis to the allocation results. The model established by this paper is reasonable and feasible and the algorithm is effective.(5) Conclusion and prospect. The main achievement is summarized and the further research content is analyzed.
