| With the great improvement of the comprehensive strength and rapid development of the economic construction in our country, the state and local government pay more attention on the environmental sanitary problem related to the people’s livelihood. The environmental sanitary management maintains a relatively rapid growth, including the management of the sanitary workers, vehicles and facilities, the dump, the nightsoil treatment center, etc.. Facing the low quality of the first-line employees, this paper discusses how to set up an operational and functional information system on urban environmental sanitation fine management, which includes the sanitary faculties, staff and vehicles, combined with the information technology, computer software.Based on the referred materials and the research results on fine management from home and abroad, this paper analyzes the existing problems and makes some suggestions on solution in the urban environmental sanitary system, combined with the analysis on the characteristics of the sanitary elements and the current situation of digital urban management. Facing the existing problems on management, this paper makes the demand analysis on the characteristics of the urban environmental sanitary management information system related with the orchestration, and makes recommendations on the constructional target and functional requirement. Applying the modern technology theories on the business process reengineering and decision supporting system, the design relates to the structures of the, from the status quo, regular business and emergency dealing orchestration of the urban environmental sanitary fine management. Analyzing the system architecture and the function implementation, the design includes frame analysis of some functional modules, process and evaluation system, which refers to the system constructive target, the environmental sanitary orchestration and the demand analysis.The innovation of this paper lies in three following respects. Firstly, it gives recommendations on the constructive goal and functional demand of the environmental sanitary fine management through the research and analysis on the current situation and existing problems, combined with the business requirement and orchestration. Secondly, applying the modularization method, it designs seven modules in the urban environmental sanitary fine management system, based on the technologies of information, computer software,3G wireless network, GIS, GPS, electronic tag and fence, etc.. Thirdly, it makes the implementation of the three modules based on the theories on the business process reengineering and fine management. |
