Study On The Key Technologies Of Information Collection In Environmental Sanitation Quality Management System

Now, people are paying more and more attention to the life quality and health so the city's environmental sanitation has become increasingly important. The garbage mountains we create everyday and anywhere in the city will pollute our environment seriously if we don't deal with them properly. At present, Chongqing is trying to become a national model city of environmental protection but there are still six standards which includes the satisfaction rate of the public to the city environment quality we can't reach in the 26 standards that a model city must reach.Now Chongqing is under the construction of"Five Chongqing"(five targets of Chongqing ) in which the Living Chongqing, Health Chongqing and Forest Chongqing are all closely related with the environment. Because Chongqing is a"mountain city", the complicated topography makes it hard to inspect, discover and solve the environmental problems. Another factor is that the environmental management is outdated so it can't solve the current problems effectively. All of these put new challenges to the environmental and health management departments. In order to solve these difficulties and problems in the environmental and health management, this article talks about a new project which applies the mobile video surveillance to the environmental management on the basis of the rapid development of 3G network and smart phones. And it has been proved that this project is effective.The function that the project wants to achieve is that by using the 3G smart phone the sanitation information collectors can get all the locations (GPS longitude and latitude), videos and pictures of sanitation problems all over the city. Conveyed by the 3G network to the control center, the information can be previewed by the managers of operating companies, sanitation department and municipal department so that there must be timely solutions if any problem appears.According to the needs of the project, through the analysis of speeds and the economy of 3G network, the operating system of smart phones, the construction of the development environment, the collection, compression and real-time transmission technology of video, GPS and technical details of Google Map API, this paper determines a specific technical implementation routine. At the same time, we can see that the system analysis the deficiencies of traditional fixed video surveillance technology and realizes the acquisition and real-time transmission of the video and the collection of GPS latitude and longitude. The system can display the locations where exists problems and the movement trails of the information collectors. Taking advantage of the portability of the smart phones, people can supervise the possible problem locations timely and completely so that the sanitation location can be supervised in real-time. Since the system can improve the city management to some extent, I believe that it must have a very broad prospect in the near future.
