As fossil energy reserve gradually decreases and human pay more and more attention to environmental problems, the research and use of renewable energy also gradually get attention. The new energy transportation becomes more and more important. The new lithium ion power battery plays a critical role in the new energy transportation development. In the policy of encouragement, there are more and more lithium ion power battery projects in China. However, lithium ion battery is a new thing for many government departments of our country, some deficiencies still exist in such project management. As for our country, lithium ion battery project is still in the primary stage, it has some phenomena of policy shift, imperfect standard system and not high popularity of lithium ion battery knowledge. Combining with related theory of risk management of present project and the characters of lithium ion power battery, the study introduces risk management methods of lithium ion power battery new project.By analyzing lithium-ion power cell new project characters and the project goal, then analyzing the uncertain events and activities, the study aims at constructing the risk identification system for lithium ion cell new project with the FTA method, which is based on the above uncertainty. On the basis of the risk identification, the study will rank the risks according to the probability of occurrence and criticality. And then corresponding solution and risk monitor methods can be obtained.Lithium ion power battery project in our country is at a demonstration stage, and the technical risk is the most influential risk of lithium ion power battery new project in present. The market price is the most important economic indicators in influence on the lithium ion power battery project and the production capacity also affects the project profit. Lack of original innovation, intellectual property issues, technology development lagging behind, immature industrialization technology, poor key materials and equipment industrialization are all the crucial technology risk. Risk sharing, risk contain, risk avoidance, risk transfer and risk tolerance are the main ways to deal with risks by Lithium ion power battery new project.
