With the rapid development of science and technology,the demand for energy,such as electricity,has greatly increased.Energy shortages occur from time to time,affecting the normal operation of the economy and society,and impacting the safety of people’s lives and properties.The construction of substations plays a significant role in alleviating energy shortages.However,the risks associated with the long construction period,large investments,and complex technological applications of substations cannot be ignored.Therefore,a comprehensive and systematic analysis and evaluation of the risks in substation construction work is crucial for the sustainable development of China’s power industry.W Power Company carried out the intelligent transformation project of user-side substations.Analyzing and summarizing this project contributes to the accumulation of risk management experience in intelligent transformation projects of user-side substations and provides guidance for future construction and transformation practices.This study focuses on the intelligent transformation project of user-side substations in W Power Company and adopts methods such as the Delphi method,analytic hierarchy process(AHP),and fuzzy comprehensive evaluation to determine various risk factors and their weights in substation projects.The risk level of the project is evaluated,and risk levels are categorized,leading to a comprehensive definition.The Y1 smart transformation project of the customer-side substation of Company W,as described in this article,is relatively innovative compared to traditional substation projects.It incorporates a number of new technologies and presents greater challenges and more complex risk assessments.The study found that the risk classification of this project includes four primary risks: technical,environmental,economic,and managerial risks.Each primary risk contains several secondary risks.This article employs the Analytic Hierarchy Process(AHP)and Fuzzy Comprehensive Evaluation Method to construct a risk assessment model for the transformation project.The empirical test of the risk assessment model demonstrates that the overall risk of the project is controllable.Among the three key areas of risk control,namely technology,management,and economics,the results show that they require particular attention.Based on the main research findings mentioned above,this study provides countermeasures and suggestions based on practical considerations.The research findings of this study provide valuable references and insights for risk management in other substation projects.
