Study On Evaluation Of Urban Competitiveness In Northeast China And Construction Of National Central City Of Shenyang

The northeast old industrial base, which has made outstanding contributions toour country’s modern constructions, is the earliest and the most important industrialbase in China. However, after the reform and opening-up, the northeast economy hasdeveloped slowly and the economic GDP has decreased in the proportion of the wholecountry. The central city is the core of the regional development, which plays theleading role in the regional economic development. Shenyang is the central city in thenortheast China. It has an accelerated and leading effect on the economic renaissanceof the northeast region. In Plan for the12th Five-Year program, Shenyang putforward a proposal to forge the national central city. As the different levels of thecentral city is greatly connected with the regional development, the hierarchy upgradeof the regional central city not only promotes the development levels of the city itself,but also better serves and leads the regional economic development.The main purpose of the paper was to analyze the economic development of thenortheast and a serial of problems about Shenyang becomes a nation central city. Thispaper is divided into5chapters.Chapter One, the paper elaborated the background and significance of the study.Then, it collected some domestic and international experts’ relative researches. At last,it listed the theory bases of this paper.Chapter Two, the paper illustrated the development situation of the northeast inthe perspective of nature, society and economy. Most importantly, it puts emphasis onthe development situation of the region central city Shenyang.Chapter Three, the main purpose was to construct the system of the urbancompetitiveness evaluation to estimate the urban competition of the northeast. Then itdealt with the results and analyzed Shenyang’s effect on other cities of the northeast.Chapter Four, the paper selected seven cities, including five nation central citiesand both Wuhan and Shenyang, which will also be constructed as the national city inPlan for the12th Five-Year program. It used the important indexes of the nationalcentral city to measure the gap between Shenyang and these cities.Chapter Five, by the analysis of the northeast and Shenyang’s own condition, thearticle found the problems and shortcomings in the development. Finally, it proposedcorresponding suggestions in the sustainable development of the northeast andShenyang how to be a nation central city.
