With the increase of population and the development of social economic, water resource problems have become one of the major restrictive factors for human survival and sustainable development. It leads to frequent natural disasters and outstanding supply-demand problem of water resources because of uneven water distribution and unbalanced social water demand. It becomes necessary to implement inter-basin water transfer project, because it can realize the redistribution of water resources between regions and solve the water shortage supply in the areas of water scarcity. Water supply tasks and inflow conditions have been a major change for the importing reservoir after diverting water, especially the original operation chart and operation rule no longer supply. Therefore, it is necessary to study on the scientific and suitable operation modes for the importing reservoir. With the research object of the importing reservoir, this paper researched related problems about the joint operation of water transfer-supply by making the joint operation chart and its operation rule. The main research contents and results are as followed:(1) Aiming at the characteristics of multi-water resources, multi-users and multi-objective of joint operation of water transfer-supply for the importing reservoir, the necessity of this research was point out. The schematic of joint operation chart and its rule were put forward.(2) Building the operation model for the importing reservoir which has two objectives--the optimal maximum water supply and the optimal minimum surplus water quantity. Aiming at the particularity of this model, it can be transformed into two single objective operation models. The method using simulation and DPSA to solve the models was put forward.(3) Based on the planning of the diversion project which was introduced in this paper, the proposed model and its solving method were then used to research the related issues about water transfer-supply for Biliuhe reservoir. The maximum of water supply and the highest efficiency for diversion were solved. Furthermore, the rationality of operation chart and the efficiency of wter diversion were analyzed. The results could improve the diversion efficiency and increase the comprehensive benefits of the importing reservoir. (4) Taking the inter-basin water transfer project from Dahuofang reservoir to Dalian as research background, the diversion water quantity from Dahuofang reservoir to Biliuhe reservoir in the years of different frequency were studied. The research is based on the joint operation chart and its operation rule for water transfer-supply of Biliuhe reservoir and using it to do long series simulation. To do the typical years simulation, the research was discussed from the following respects:the different frequency years and their distribution of inflow through a year and water level at the beginning of the regulation year. In conclusion, the table relationships between the diversion water quantity and its influencing factors under different conditions were built. The calculation results could provide science bases for the reservoir to make transfer-supply plan in actuality operation condition in the future.(5) The key research aspect of the joint operation of water transfer-supply is operation rule. In this paper, optimized and modified operation rule were provided. Furthermore, the difference of joint operation charts and simulation results under different operation rules were researched and analyzed.At the end, it summarizes the whole paper, and gets outlook for some further problems.
