| With the development of Xining City’s economic prosperity and industrialization, and spatial environmental quality of urban life are increasing, Accordingly, there has been excess demand for resources, as well as large-scaled evelopment and utilization. The contradiction between water supply and demand also bear the brunt of today’s widespread concern. Scientific and rational way of urban water resources configuration, not only related to the city’s economic and social progress, has also become one of the biggest "bottleneck"for urban development. In this paper, extensive reading on water forecasting and optimized allocation of waterresources literature, a large number of water resources optimal configuration based on the analysis of summary, analysis of the main problems in the water allocation of Xining City, to carry out water resource projections, the optimal allocation of water resources in the national economic sectors and regions.This article first introduces the research background, a brief introduction to the water resources at home and abroad to optimize the configuration of the dynamics and the optimal allocation of water inadequacy and future development trends. Then introduced a basic overview of the Xining City, including natural overview of meteorology and hydrology, river systems, water conservancy facilities and socio-economic situation. Analysis and evaluation of the water resources of the city of Xining City, including precipitation, surface and groundwater resources evaluation, calculation of total water resources as well as entry and exit of water analysis and calculation. And selection of Particle Swarm Optimization to solve the model with strong search capabilities, By analyzing existing data, according to the method of Particle Swarm Optimization for processes, Use Optimization toolbox of Matlab fgoalattain function programming operations, the final allocation of water resources results in three different guaranteed rate for the two plans. According to the the Xining water structure and configuration, Conducting a preliminary study its water resources sustainable utilization and management model.The research findings show that the optimal allocation of water resources, help to understand the relationship of Xining City for water, improve the economic and social benefits, as well as ecological environment protection.
