Water Resources Sustainable Utilization Analysis And Measure Research In Shaanxi Province

Water is the source of life and water resource is the important material foundation for social development. With the improvement of people’s living standards, the continued growth of economic construction and increasing amount of using industrial and agricultural water, the demand of water resource dramatically increase. However, any resources are limited.Water resource is a kind of limited and valuable resources and along with the pollution of water resources, serious shortage of water resources has become the current factors that restrict economic, social and ecological development, especially in Shaanxi province in Northwest China.Regional water resource is the important material base and premise condition of regional development and is the necessary condition of regional social, economic and ecological development. Sustainable utilization of regional water resource has become the main problem that we face currently. With the development of the western region, social economy of Shaanxi province is developing rapidly, but also facing some practical problems, such as the sustainability of water resource utilization. As everyone knows, Shaanxi area is short of water resources, resulting in ecological fragile, serious desertification and city water resource pollution. Improving the utilization efficiency of water resources and insisting water resources sustainable utilization development path has become the route one must take when the society develops.On the basis of current situation analysis, the paper evaluated the current water resource sustainable utilization situation of Shaanxi province from2003to2010and predicted the capacity of water resource of Shaanxi province in the future. The main research results are summarized as follows:(1) According to the thought from the view of system and sustainable utilization of water resource, the paper pointed out the research meaning of problem that the water resource sustainable utilization in Shaanxi province.(2) The paper summarized the basic theory, basic research method, the main evaluation theory, forecasting theory of domestic and foreign water resource sustainable utilization research, analyzed the present situation of water resource in Shaanxi and discussed the connotation of the sustainable utilization of water resource in Shaanxi province.(3) Combined with the actual situation of Shaanxi Province,the paper construct five systems, including four subsystems and a whole system, respectively, water resource and agricultural production system, water resource system of industrial production, water resource and people’s living and service system, water resource ecological system and water resource-the whole system on the base of the system theory. According to the viewpoint of system theory, DEA was used on the water resource and related resource use efficiency evaluation by establishing water resource sustainable utilization evaluation index system.(4) Multiple linear model was built to predict water resources carrying capacity in the future five years in Shaanxi Province on the basis of evaluation and the principal component analysis which provided evidence for further decision-making.(5) Policy suggestions on systems of water resources sustainable utilization in Shaanxi province were put forward according to the present situation evaluation, forecast results and the system theory.
