Water resource is an irreplaceable important resource for human survival and development.With the acceleration of economic and social development,doing a good job in water resource analysis has an increasingly important strategic significance for the sustainable development of China’s economy and society.City is the basic unit of water resources analysis and the key point for the implementation of water resources management policy goals and actions.The analysis of water resources utilization efficiency is the core and basic goal of water resources analysis.In this paper,principal component analysis and deviation maximization method are adopted to analyze the water resource utilization efficiency of 287 prefecture-level cities in China from 2007 to 2015,and an evaluation model of urban water resource utilization efficiency is constructed to comprehensively evaluate the sustainable utilization of urban water resources from three dimensions of time,space and water-saving potential.The main research contents are as follows:(1)Ten thousand yuan GDP water consumption,industrial output ten thousand yuan per capita water consumption,water consumption per capita life and comprehensive water consumption of the four major indicators of urban water,using principal component analysis and the method to calculate the index weight of maximizing deviations,water use efficiency of composite scores,analysis the regional difference of urban water,utilization efficiency of the eastern region is higher than the central and western,the western region is higher than the central region.(2)The water resource utilization efficiency score with a good normal distribution based on deviation maximization was selected,and the urban water resource utilization efficiency benchmark was established based on the benchmarking management method.The water resource utilization efficiency and water-saving potential of 31 provincial administrative regions in China were evaluated to provide a basis for the establishment of optimal allocation of water resources.(3)Select 11 ground level above the city water resources use efficiency difference of indicators,using tobit regression model and regression and multivariate linear regression model,the results show that the ground level above the city water resources utilization efficiency and the per capita GDP,the proportion of secundiparity wastewater investment costs are relevant and governance,and per capita water resources quantity,the proportion of production and agricultural water.Finally,based on the analysis of the influencing factors of water resource utilization efficiency,the time-space difference of water resource utilization efficiency and the water-saving potential,this paper puts forward the overall Suggestions and measures to improve the water resource utilization efficiency of cities above the prefecture level,so as to realize the efficient and sustainable use of water resources by human beings.
