The Study On Environmental Impact Identification And Index System Of Environment Impact Assessment Of General Aviation Industrial Park Plan And The Empirical Analysis

The study on environmental impact identification and index system of planningenvironmental impact assessment （PEIA）is maturer today，but the sdudy on the universalindex system and application is lack. In view of the general aviation industry in our countryhas a long-term, rapid development of the power and condition,In this paper the author willstudy on the construction of research of environmental impact identification and index systemof general aviation industrial park (GAIP) planning combined with examples to verify theresults of the practical value.Based on the EIA of GAIP theory research and practice and the planning elements andthe environmental effect of feature constraints condition, this paper discusses and analysisesthe impact factors and its identification of EIA of GAIP planning, determines the planningbehavior on various environmental factors influence degree by the matrix method-specialenvironmental impact identification-weight method and then determining the sensitiveenvironmental factors.In response to environmental factors and possible environmentaleffects,determining a index system by using “theme-target-index” pattern for guiding thePEIA forecast analysis for guiding the PEIA forecast analysis and mitigation of adverseenvironmental impact of the proposed.The author puts forward106evaluation indexes including39required indexes and67optional indexes or including75common indexes and31peculiar indexes. The authoranalysises indexes structure and propose implified conditions.In this study, with the Zhuhai GAIP planning as an example,the author puts forward thedeficiency of case and then optimizats index setting and index selection conditions by usingthe theory research achievement and analysising the state of the environment characteristicsand then puts forward67evaluation indexes including39required indexes and28optionalindexes or including38common indexes and29peculiar indexes in order to verificating theindex system effectiveness and the theoretical basis of applicability.The example proves thatthe study has practical guiding significance.
