Nowadays China is building the''harmonious society ''where the elements of society, economy, environment and resource are at the state of sustainable development.The harmonious development of the economy and environment is significant.In China, the Plan Environment Impact Assessment(PEIA)are very important,and wherein the Environment Capacity of the air pollutants is deserving.Taking the elements of strategy orientation, environmental harmony and case practicability into account,the papers choose the"Hefei urban planning Environmental Assessment"as the case for the research in the papers.The article selected SO2, NO2 and PM10 as an evaluation factor,combined with regional economic development, environmental quality status, weather conditions and other factors, selection of an appropriate atmospheric dispersion model to simulate the spread and establish air pollution emissions and regional air pollution input - Response relations, calculated atmospheric capacity in Hefei.Firstly, the environmental capacity of air pollutants at home and abroad, the study of atmospheric dispersion models were reviewed, the atmosphere Transformation Research capacity calculation methods were analyzed. On this basis, the calculation of the value of atmospheric environmental capacity of the A-P method, simulation and the three methods of linear programming should be carried out to explore the application of analysis, this paper, the characteristics of City Planning, the planning area's natural environment and social environment profiles, analysis of regional meteorological conditions, regional atmospheric environmental quality trends, the city has control over zoning and pollution emissions data were analyzed using the A-P value method, simulation and linear programming three methods were calculated the capacity of the atmospheric environment in Hefei.Finally, three methods of atmospheric environmental capacity Hefei calculated results of the analysis of atmospheric environmental capacity is a suitable method of evaluation and analysis, given SO2, NO2 and PM10 in environmental capacity on average, respectively 42155t/a,29238t/a and 25489t/a. Finally, atmospheric environmental capacity of the recommended values in order to help the regional air pollutant emission control and environmental management, and accordingly on the course of carrying out the planning of the overall city planning.
